AI troops guarding my province

Hello, in game Game ID 243387 I attacked and successfully took the South Canadian province of Lincoln however my troops aren't actually in the city part, AI Northern USA (who i have ROW with) are the ones with troops stationed inside the city.

Sorry if the description of the problem is a little bad, I'm not really sure how to word it
