Unable to invite any person

I am a Game Admin, and thus I kicked a country, everyone the previous day. I checked and all were inactive, not replying to the current roleplaying events. Thus, this irritated me.

I kicked, and invited a Friend. But upon closer inspection he was unable to join, and the Game Admin screen shows "Open Slot", yet he is unable to join. The said country is inactive, but he is unable to join.
