Can't get Right of Way with AI

I'm unable to get Right of Way with the regular AI even after changing my relationship with the country to Right of Way.

This bug doesn't affect the elite AI.

I noticed this bug in two 30 player games that are about 3-5 days old.

I use the Slim Design.
