Nation selection of 31 player maps.

I'm apologize if this has been discussed, but I could not find an answer.

Is there a reason that The Great War scenario lacks the free nation selection that the other two free maps are benefiting from. I, seeing the void, tried to create one but was denied due to "open rounds being limited." I guess the best question to ask is, "are nation selection rounds with The Great War scenario possible?"
