Map will not accept build orders

Games: 136790 & 141985

Issue: Game will not accept higher order builds; ie: Harbors, Railroads, Battleships, Railguns, and Artillery.

Will accept orders for lower level builds; ie: Forts and Recruiting Stations.
This problem has been consistent in both Old and New UI's for the past 24 hours,
in both games.

I've reset/rebooted/reconnected several times. Also cleared cache levels.
The problem persists.
