Currently trade is done as if we are in the post modern area when in fact we are in the WW1 era. Every good is teleported ever so magically. Trade Embargoes are mainly a publicity stunt. WTF can we do to fix trade?
I would suggest making the changes viewable in the economic view. This would show supply vehicles moving goods, in your viewing range of course. Building transports are unnecessary, too much micro management. However, military escorts could escort the transport to the desired location.
Cities require resources to operate. The resources would be automatically transported to that city from cities of your own. The game can automatically tell you the best way it thinks and do that, but manual override is always an option.
This means that cities could be blockaded and starved of resources. This would mean if you trade with Lithuania and you are Germany, the shortest path is through Poland. Hopefully they didn't trade embargo you. This means that the humungous load of iron to your factory on your proud island in Greece may need to be escorted by your not so humble army.
This means that your trade embargo can make people take forever to trade and actually ticking them off. This means that you spot an unknown shipment toward a factory, and attack it for the spoils of war. This means that supply lines can be attacked. The possibilities are endless.
