A look at the Strategic Map with the Improvements overlay turned on confirms the presence of this factory. However, there are no completed railways on the map (indeed, the first Harbors only finished building today) and to my knowledge, such is a concrete requirement for anyone to build Factories, AI and player alike.
Clearly, there is some bug here that allows the AI to construct factories early.
