Quick question

This question is a choice between life and death:

i am central usa and i have a choice of attacking northern usa (who is weak) but leaving a lower defense for southern usa (who has a major army).

Should i A- attack northern usa and take the risk

B)build up my defences and attack south

c)other ideas from the forum ???
