it has been suggested troops should be unable to fight on the sea. I agree. Or at least they should be able to fight back with 1/100 of their strength maximum.
Also, troops in the sea should have their vision radius decreased drastically.
Think about it: 1000 men in the field, in trenches with weapons, grenades and equipment
or
1000 men in flat-bottom transport boats where noone can move. Only a couple of them are on the bridge of the boats, the water movement makes it more difficult to shoot, and they can't use their grenades...
On the other hand, ports could be producing patrol boats, which could fight and defend the convoys, patrol boats will do basically what troops do now in the sea with the same vision radius. Except they would be way faster and cannot opperate on land.
Ports would produce them the same way barracks produce infantry units.
