Alliance tournament, win, lose, OR draw!?

I am wondering how the winner of a match is determined.
I know the game ends after 20 days, and 2000 points are needed to win, but, what if neither side has 2000 points after 20 days. Is the winner the side w/the highest score or is the game a draw?
Is there somewhere in the forum where all these details are layed out?
